Harlan Three-Day Release Records
Harlan County has a Current Inmates path, but research found no official rolling 72-hour release page or weekend-release archive. Three snapshots of a live roster cannot be combined into a sound release list. Names can disappear because a person bonded out, completed time, transferred to Kentucky DOC, moved to another county, or entered federal custody. A data delay may also change what appears.
For a three-day list, ask the Harlan County Detention Center jailer’s records custodian for an existing release-event extract with an inclusive start and end timestamp. For one person, request the booking and release sheet. The record should distinguish community release from transfer and should identify the event time if maintained.
Check Harlan 72-Hour Releases
A three-day check works best when each source has a clear role. The jail record proves the county custody event. VINE gives a named-person status change. A court order explains legal authority. Kentucky DOC records cover a state sentence, not all county bookings.
- Choose exact beginning and ending timestamps rather than asking vaguely for “the weekend.”
- Check Current Inmates to see who appears now, without treating absence as release.
- Search Kentucky VINE for a named person and record the status wording and date.
- Request the detention center’s existing release-event extract for the whole interval.
- Use the Harlan court file to identify a bond, dismissal, sentence, or other order.
- For state offenders, check KOOL and the DOC Daily Releases archive.
The narrower 24-Hour Releases path is better for same-day activity. To trace one person across more than three days or across agencies, begin at Home.
Harlan 72-Hour Record Fields
No official Harlan web page supplies a field inventory for a three-day feed. The request should instead name fields that establish identity, timing, authority, and destination. The custodian may use different terms or withhold exempt portions.
| Field | Why it matters |
|---|---|
| Full name and birth date | Separates people with similar names. |
| Booking number | Connects the event to the relevant jail stay. |
| Admission timestamp | Identifies when Harlan custody began. |
| Release timestamp | Places the event inside or outside the 72-hour range. |
| Release code and authority | Describes the recorded basis, such as bond, time served, or court order. |
| Receiving agency or destination | Distinguishes community release from a transfer. |
A photo is not an event field. A booking image may help connect the person to intake, but it does not show whether release occurred during the requested period.
Harlan Weekend Release Timing
A 72-hour interval can cross office closures, holidays, and daily report boundaries. That wider view may catch events missed by a same-day check, but Harlan County has not published a special weekend page, a guaranteed Friday practice, or a rule for moving a Sunday release. Do not shift dates based on an assumed local custom.
A judge’s order and the jail’s physical event can also have different timestamps. Processing, a second warrant, a detainer, or an agency pickup may follow the court ruling. A detainer is a hold from another court or agency. It can prevent community release even when one case permits release. If the jail record names a receiving agency, continue with that custodian.
The records-response clock is separate. Under KRS 61.880, the written decision period excludes weekends and legal holidays. That rule does not redefine the release interval and does not guarantee immediate production.
Why Harlan Names Disappear
Roster disappearance is unusually ambiguous in Harlan because the official detention site has a current-inmate path but no verified recent-release archive. A missing name cannot distinguish bond or time-served release from transfer, data lag, or a new custodian. The local substitute is a named booking and release record, a VINE status event, and the court order.
| Source | What it can prove | What it cannot prove alone |
|---|---|---|
| Current Inmates | The person appears in live Harlan custody data. | Why a missing person left the display. |
| Jailer release sheet | The local event, time, reason, and destination if maintained. | Later custody by a different agency. |
| VINE | A status or release date reported by the linked custody record. | That no transfer or separate custody exists. |
| Court order | Legal authority in the named case. | The exact moment jail processing ended. |
When sources differ, compare scope and timestamp. A Harlan VINE record may close while KOOL names a Kentucky institution. The accurate description is then transfer from county custody, not community release.
Kentucky State Releases From Harlan
Kentucky DOC’s Daily Releases archive is event-centered and published in dated batches. Official examples include Harlan County Detention Center as the releasing institution for state offenders. Reports can include the name, DOC number, release type, sentence class, and releasing institution. They show that a state inmate may leave from a county bed.
The archive is not a Harlan County 72-hour list. It omits ordinary local bond-outs and other jail events outside DOC’s scope. Read exact labels such as parole, mandatory reentry supervision, minimum expiration, or administrative minimum expiration. Parole and mandatory reentry supervision mean physical confinement ended while state supervision continued. A transfer into DOC means confinement continues.
Pair a dated report with KOOL, which is person-centered and can persist after release. KOOL can identify current status, institution, or supervision location. If the event is surprising, request the DOC release or sentence record.
Define Harlan’s Release Window
A usable request states both timestamps, including the time zone, and asks for existing records rather than demanding that staff create a new analysis. Include the requester’s contact information. For a named person, add date of birth, approximate booking dates, and booking number if known. Ask for release date and time, release code, releasing authority, and transfer destination in the record’s existing electronic form.
KRS 61.872 governs Kentucky resident inspection mechanics. Reasonable noncommercial copy charges may reflect actual reproduction cost, but no verified Harlan-specific release-record fee is published. Ask first. If part is withheld, request segregable nonexempt portions and the governing authority.
Route jail records to the jailer’s custodian, court records to the clerk, and state records to Kentucky DOC. The sheriff resources page is not a detention release archive, and the sheriff should not receive a jail request unless confirmed as custodian.
Two Different 72-Hour Rules
The Harlan County Community Action Agency requests 72 hours of advance notice for its intercity feeder transportation. That is a ride-scheduling rule. It has nothing to do with a detention center release list, release-data retention, or the time Harlan County updates custody records.

The transportation information can help with planning after release, but it does not promise jail pickup. Confirm the discharge and arrange the trip directly, especially because no public Harlan release hour or exit procedure was verified.
Compare Harlan Release Codes
Release codes require care across a multi-day list. Bond, time served, court ordered release, parole, and transfer describe different paths. A transfer closes Harlan custody while another agency takes over. If the extract gives only an unexplained code, ask for the agency’s definition. Do not merge unlike events into one count of people who returned to the community.
Kentucky warns that a state offender may have both a local-jail VINE record and a DOC VINE record. Search both matching entries. A status change on one record may reflect movement that appears under the other identifier. For a safety-related or unexpected alert, contact the reported custodian while also checking KOOL.
