Find Federal Prison Releases

To find someone released from Federal Bureau of Prisons custody after a federal case connected to Harlan County, begin with the federal inmate locator and match the correct identity. No BOP prison was verified within Harlan County. Federal prisoners can be placed anywhere in the national system, while federal pretrial detainees may be held through other agencies. A past release date and a Released location answer only whether BOP custody ended. They do not rule out supervised release, state custody, immigration custody, or a later case.

Federal Releases Connected to Harlan

The Federal Bureau of Prisons runs a national prison system for people serving federal sentences. It is not a Harlan County jail system, and no federal prison was verified in Harlan County. A Harlan resident or a person whose federal case arose in the Eastern District of Kentucky may serve time at a BOP institution in another state.

BOP custody is also different from USMS custody. The U.S. Marshals Service manages many federal pretrial, remand, and transport movements and may use local holding facilities. A person who leaves Harlan County Detention Center for USMS custody has transferred. The move ends Harlan custody but does not mean release to the community. BOP’s public locator is designed for its sentenced-prisoner records, not every person in a federal holding path.

Confirm a Federal Prison Release

The BOP Inmate Locator is the first public check for a sentenced federal prisoner. It covers federal prisoners from 1982 forward. Search results must be matched carefully because similar names can belong to different people.

  1. Search by BOP register, DCDC, FBI, or INS number when one is known.
  2. Otherwise search by name and use age, race, and sex only to distinguish records.
  3. Match the register number and identifying fields before reading the date.
  4. Read Release Date and Location together.
  5. Treat a prison name, In Transit, or community-corrections placement according to its exact label.
  6. Use the federal docket or a BOP record request for the fuller chronology.

A past release date with Location “Released” means the person is no longer in BOP custody. That is strong BOP-scope evidence. It is not proof that all government supervision or custody ended.

Read Federal Locator Results

BOP explains that public result terms have specific limits. Do not turn a future date into a completed event or an In Transit label into release.

ResultAccurate meaning
Past date and ReleasedThe person left BOP custody by the reported date.
Future release dateA projected federal date that may change.
Named institutionThe record identifies a BOP confinement location.
In TransitThe person is moving within a custody process, not released.
UnknownThe confinement term is not determined in the public result.
Community correctionsThe person can remain in the federal custody pathway outside a prison setting.

The locator may show name, register number, demographic checks, release date, and location. Preserve the labels. Do not replace them with county-jail terms.

BOP Release Record Meaning

The BOP locator interpretation page explains the public record’s scope and limitations.

The official BOP capture supports the key distinction: Released is a BOP location label, not a statement about every other agency. A federal term can be followed by supervised release imposed by the court. ICE, Kentucky, or another jurisdiction may also hold the same person.

For a date before 1982, BOP directs requesters toward National Archives material with identity and approximate incarceration dates. The current locator should not be treated as complete for older federal history.

Federal Supervised Release

Federal supervised release is a court-ordered community period that can follow imprisonment. It is not the same as Kentucky parole or probation, and it does not mean the person remains inside a BOP prison. The federal judgment and docket provide the legal terms. The BOP locator establishes only the BOP custody result.

Report the prison release date and the supervision term as separate stages. If the locator says Released but the docket shows supervised release, both can be true. A later revocation or new case can create a new custody episode. Dates should remain tied to the record that produced them.

Released
No longer in BOP custody according to the locator.
Supervised release
Federal court oversight in the community after prison.
Remand
A court order placing a person in custody.
Detainer
A request or hold affecting transfer or release because another authority has an interest.

Request Federal Prison Records

Use BOP FOIA when the public locator does not provide enough detail. A focused request should give the full legal name, register number, date of birth, approximate institution and dates, and a precise description of the release or custody-history record. Broad requests can be harder to process, and protected information may be withheld.

The BOP FOIA page is the official entry for federal prison records.

The capture identifies the proper federal records channel. Harlan jail records still belong with the elected jailer, while federal judgments and supervised-release terms belong in the federal court file. One request should not be sent to unrelated custodians.

BOP Versus USMS Custody

USMS has no verified public one-person locator comparable to BOP. Its Justice Detainee Information System is restricted. For a federal pretrial or remand movement, use the holding facility, federal docket, or USMS FOIA. Harlan County lies in the Eastern District of Kentucky.

A county release sheet that states USMS pickup is evidence that Harlan custody ended and federal custody began or continued. It must not be described as community release. Likewise, a person can be outside BOP but still held by USMS in a new matter. Match the agency, case number, and identifier.

Official Eastern District contacts include Lexington headquarters, London, and Pikeville field offices. Staff may restrict personal custody details. Use public records and the docket rather than assuming telephone confirmation will disclose protected information.

BOP Versus ICE Release

BOP and ICE answer different questions. BOP covers federal sentence custody. ICE’s Online Detainee Locator System covers immigration detention and a limited recent-release population. A BOP Released result does not exclude later ICE detention.

If a record shows transfer to ICE, use the nine-digit A-number and country of birth when available or the exact-name route. ICE states that recent-release coverage is limited, so an older negative result cannot close the question. An ICE release date is scoped to ICE and should not be substituted for the BOP or Harlan event.

Agency scope: release from BOP custody does not establish release from USMS, ICE, Kentucky, or Harlan County custody.

Harlan and Federal Records

Harlan’s custody geography separates the detention center in Evarts from the sheriff and Justice Center in Harlan. A federal case adds another layer. The jailer records the local physical transaction, the federal docket records legal proceedings, BOP records a federal sentence, and USMS records its detention movements.

When the BOP locator says Released, check the federal docket for sentencing and supervised-release terms when needed for the chronology. If a Harlan record shows an earlier transfer, report the county transfer date separately. Do not force distinct events to share one release date.

The full custody-specific search routes on Home help separate local, state, federal, and immigration records. For Kentucky rather than federal custody, use the Kentucky Department of Corrections path.
